बिलासपुर: न्याय की हुंकार के साथ 26वें दिन में प्रवेश कर गया ‘लिंगियाडीह बचाओ आंदोलन’ – अब जन-आंदोलन की मशाल बनी जनता की पीड़ा
बिलासपुर। छत्तीसगढ़ की न्यायधानी कहे जाने वाले बिलासपुर के लिंगियाडीह क्षेत्र में पिछले 26 दिनों से न्याय, पुनर्वास और स्वाभिमान की एक ऐसी लड़ाई लड़ी जा रही है, जिसने अब शहरव्यापी आंदोलन का रूप ले लिया है। कड़ाके की ठंड और प्रशासनिक उदासीनता के बीच, ‘लिंगियाडीह बचाओ आंदोलन’ के बैनर तले सैकड़ों गरीब, श्रमिक और मध्यमवर्गीय परिवार अपने आशियाने की रक्षा के लिए डटे हुए हैं। आंदोलन के 26वें दिन बहुजन समाज पार्टी (BSP) और सर्व पिछड़ा वर्ग के समर्थन ने इस संघर्ष में नई ऊर्जा फूंक दी है, जिससे अब यह लड़ाई केवल एक मोहल्ले की नहीं, बल्कि समूचे बिलासपुर के शोषित वर्ग की आवाज बन गई है।
सत्ता की चोट और जनता का प्रतिरोध
विदित हो कि लगभग 9 माह पूर्व प्रशासन ने अतिक्रमण हटाओ अभियान के तहत लिंगियाडीह क्षेत्र में बरसों से बसे गरीब परिवारों के मकानों और दुकानों पर बुलडोजर चला दिया था। इस कार्रवाई ने न केवल सैकड़ों सिरों से छत छीन ली, बल्कि परिवारों के रोजगार के साधन भी मिट्टी में मिला दिए। इसी अन्याय के विरोध में शुरू हुआ सांकेतिक धरना अब एक विशाल जन-आंदोलन में तब्दील हो चुका है। आंदोलनकारियों का स्पष्ट कहना है कि जब तक उन्हें न्यायोचित मुआवजा और सम्मानजनक पुनर्वास नहीं मिलता, वे पीछे नहीं हटेंगे।
राजनीतिक और सामाजिक संगठनों का बढ़ता कारवां
आंदोलन के 26वें दिन धरना स्थल पर राजनीतिक सरगर्मी तेज रही। बहुजन समाज पार्टी के जिला प्रभारी डॉ. रघु साहू और सर्व पिछड़ा वर्ग की जिला प्रभारी राजकुमारी साहू ने विशेष रूप से उपस्थित होकर आंदोलन को अपना पूर्ण समर्थन दिया।
डॉ. रघु साहू ने उपस्थित जनसमूह को संबोधित करते हुए प्रशासन की मंशा पर तीखे प्रहार किए। उन्होंने कहा:
”प्रशासन की यह कार्रवाई पूरी तरह से चयनात्मक और गरीब विरोधी है। पूरे बिलासपुर शहर में अतिक्रमण की समस्या है, लेकिन प्रशासन की नजर केवल लिंगियाडीह के गरीबों पर ही क्यों पड़ी? यह पक्षपातपूर्ण रवैया दर्शाता है कि सरकार केवल कमजोरों को दबाना जानती है। आज अगर हमने लिंगियाडीह के लिए आवाज नहीं उठाई, तो कल मोपका, चांटीडीह, खमतराई और चिंगराजपारा जैसे क्षेत्रों के गरीबों के घर भी सुरक्षित नहीं रहेंगे।”
उन्होंने बसपा की ओर से घोषणा की कि पार्टी हर स्तर पर इन पीड़ित परिवारों के साथ खड़ी है और इस लड़ाई को अंजाम तक पहुंचाएगी।
”अस्तित्व और सम्मान की लड़ाई” – सर्व पिछड़ा वर्ग
राजकुमारी साहू ने अपने जोशीले संबोधन में इस आंदोलन को अस्तित्व की लड़ाई करार दिया। उन्होंने कहा कि सर्व पिछड़ा वर्ग समाज इन पीड़ित परिवारों के आंसू व्यर्थ नहीं जाने देगा। उन्होंने सवाल उठाया कि बिना किसी वैकल्पिक व्यवस्था के किसी परिवार को बेघर कर देना किस प्रकार का न्याय है? उन्होंने शासन को चेतावनी दी कि यदि जल्द ही ठोस पुनर्वास नीति लागू नहीं की गई, तो पिछड़ा वर्ग समाज सड़क पर उतरकर उग्र आंदोलन के लिए बाध्य होगा।
मातृशक्ति बनी आंदोलन की रीढ़
लिंगियाडीह आंदोलन की सबसे प्रेरणादायक तस्वीर महिलाओं की सक्रिय भागीदारी है। दुर्गा नगर की सैकड़ों महिलाएं पिछले कई हफ्तों से अपने छोटे बच्चों के साथ धरने पर बैठी हैं। उनकी आंखों में गुस्सा और दर्द दोनों साफ झलकता है। आंदोलनरत महिलाओं का कहना है कि प्रशासन ने केवल उनके घर नहीं तोड़े, बल्कि उनके बच्चों का भविष्य और उनके जीवनभर की जमा-पूंजी को मलबे में तब्दील कर दिया है। आज वे किराए के मकानों में रहने को मजबूर हैं या खुले आसमान के नीचे रातें गुजार रहे हैं, लेकिन शासन के कानों पर जूं तक नहीं रेंग रही।
प्रशासनिक संवेदनहीनता पर उठे सवाल
धरना स्थल पर मौजूद कुर्मी समाज एवं किसान मजदूर संघ के जिला अध्यक्ष श्याममूरत कश्यप ने कहा कि विकास के नाम पर गरीबों की बलि चढ़ाना निंदनीय है। उन्होंने मांग की कि प्रभावितों को तत्काल मुआवजा राशि प्रदान की जाए ताकि वे फिर से अपना जीवन शुरू कर सकें।
प्रमुख उपस्थित कार्यकर्ता एवं समर्थक:
आंदोलन में समाज के हर वर्ग की उपस्थिति देखी जा रही है। प्रमुख रूप से भोलाराम साहू, दिनेश घोरे, रविन्द्र कश्यप, रूपेश साहू, प्रशांत मिश्रा, चतुर सिंह यादव, पिंकी देवांगन, यशोदा पाटिल, कुंती तिवारी और भारी संख्या में युवा एवं बुजुर्ग उपस्थित रहे। (पूरी सूची संलग्न है)
आंदोलनकारियों की प्रमुख माँगें:
- न्यायोचित मुआवजा: तोड़े गए मकानों और दुकानों का वर्तमान बाजार दर के अनुसार उचित मुआवजा दिया जाए।
- स्थायी पुनर्वास: प्रभावित परिवारों को शहर के भीतर ही उपयुक्त स्थान पर पक्के मकान उपलब्ध कराए जाएं।
- रोजगार की सुरक्षा: जिन परिवारों की दुकानें तोड़ी गई हैं, उन्हें गुमटी या दुकान के लिए वैकल्पिक स्थान दिया जाए।
- कार्रवाई पर रोक: जब तक संवाद की प्रक्रिया पूरी नहीं होती, तब तक किसी भी अन्य बलपूर्वक कार्रवाई या तोड़फोड़ पर तत्काल रोक लगे।
- पुनर्वास नीति का पालन: शासन की घोषित पुनर्वास नीति के तहत सभी सुविधाएं और मूलभूत आवश्यकताएं सुनिश्चित की जाएं।
चेतावनी: अब होगा ‘बिलासपुर बंद’ की ओर कूच
आंदोलन की कोर कमेटी ने प्रशासन को अंतिम चेतावनी दी है। उन्होंने स्पष्ट किया है कि 26 दिनों का धैर्य अब जवाब दे रहा है। यदि आगामी कुछ दिनों के भीतर शासन की ओर से कोई सकारात्मक पहल या सार्थक चर्चा नहीं की गई, तो यह आंदोलन लिंगियाडीह की गलियों से निकलकर पूरे बिलासपुर शहर के मुख्य मार्गों तक फैलेगा। आंदोलनकारियों ने “चक्का जाम” और “प्रशासनिक घेराव” जैसे कड़े कदम उठाने के संकेत दिए हैं।
