शिक्षा विभाग में कथित अनियमितता: निलंबित पद पर शिक्षक की पदस्थापना, सरपंच ने DEO-BEO के खिलाफ कलेक्टर से की शिकायत
बलरामपुर-रामानुजगंज। विकासखंड वाड्रफनगर के शासकीय प्राथमिक शाला धनजरा में शिक्षा विभाग की कार्यप्रणाली पर गंभीर सवाल उठे हैं। ग्राम पंचायत रामनगर के सरपंच सुनील सिंह ने जिला कलेक्टर को लिखित शिकायत सौंपकर जिला शिक्षा अधिकारी (DEO) एवं विकासखंड शिक्षा अधिकारी (BEO) पर नियमों की अनदेखी करते हुए कथित रूप से अवैध पदस्थापना करने का आरोप लगाया है।
शिकायत के अनुसार शासकीय प्राथमिक शाला धनजरा में प्रधान पाठक का एक पद लंबे समय से रिक्त है, जबकि विद्यालय के एक शिक्षक 4 नवंबर 2025 से निलंबित चल रहे हैं। इसके बावजूद विकासखंड शिक्षा अधिकारी वाड्रफनगर द्वारा विद्यालय को “एकल शिक्षकीय विद्यालय” बताते हुए रिपोर्ट प्रस्तुत की गई।
सरपंच का आरोप है कि इसी रिपोर्ट के आधार पर जिला शिक्षा अधिकारी बलरामपुर ने आदेश क्रमांक 5660 दिनांक 25 मई 2026 के माध्यम से श्री गोपाल सिंह आयम की पदस्थापना उस पद पर कर दी, जिस पर मूल शिक्षक निलंबित हैं। शिकायत में कहा गया है कि निलंबन की स्थिति में पद रिक्त नहीं माना जाता, इसलिए उस पद पर नियमित पदस्थापना नियमों के विपरीत है।
शिकायत में यह भी उल्लेख किया गया है कि जुलाई 2026 के वेतन बिल में विद्यालय को एकल शिक्षक विद्यालय दर्शाने के बावजूद दो शिक्षकों का वेतन आहरित किया गया है। सरपंच ने इसे CCS (CCA) Rules, 1965/1966 के प्रावधानों का उल्लंघन बताते हुए वित्तीय अनियमितता का भी आरोप लगाया है।
सरपंच सुनील सिंह ने यह भी आरोप लगाया कि एक शिक्षक का निलंबन मात्र 45 दिनों में समाप्त कर बहाल कर दिया गया, जबकि दूसरे शिक्षक को लगभग 10 माह से निलंबित रखा गया है। उनके अनुसार समान परिस्थितियों में अलग-अलग व्यवहार करना संविधान के अनुच्छेद-14 में निहित समानता के अधिकार के विपरीत है।
उन्होंने जिला कलेक्टर से पूरे मामले की निष्पक्ष जांच कराकर दोषी अधिकारियों के विरुद्ध कठोर अनुशासनात्मक कार्रवाई करने, कथित अवैध पदस्थापना को निरस्त करने तथा यदि नियमों के विरुद्ध वेतन का भुगतान हुआ है तो उसकी वसूली सुनिश्चित करने की मांग की है।
फिलहाल इस मामले में शिक्षा विभाग की ओर से कोई आधिकारिक प्रतिक्रिया सामने नहीं आई है। शिकायत में लगाए गए आरोपों की पुष्टि जांच के बाद ही हो सकेगी। यदि जांच में आरोप सही पाए जाते हैं, तो संबंधित अधिकारियों के विरुद्ध प्रशासनिक कार्रवाई की संभावना बन सकती है।
