बिलासपुर। आपातकाल की विभिषिका में बिना किसी कारण के जेल में ठूंसे गये बंदियों के हजारों परिवार 21 माह के दौरान टूट कर बिखर गये। इस त्रासदी को हम कभी भुला नहीं सकते, हमारे आने वाली पीढ़ी भी इस काला अध्याय वाले दिन को कभी विस्मृत न कर सके इसलिये प्रतिवर्ष 25 जून को इस दिवस को
आपातकाल दिवस के रूप में मनाया जाता है।
आज यहॉ भारतीय जनता पार्टी के जिला कार्यालय बिलासपुर में मीसा बंदियों एवं उनके परिवार के सदस्यों के साथ काफी संख्या में भाजपा कार्यकर्ता उपस्थित थे जिन्हें संबोधित करते हुए पूर्व विधानसभा अध्यक्ष एवं बिल्हा क्षेत्र के लोकप्रिय विधायक धरमलाल कौशिक ने उक्त बातें कही। उन्होंने कहा कि जेल में मीसा बंदी के रूप में उपस्थित लोगो के परिवारों के सदस्यों की देखभाल के लिये सामूहिकता के साथ प्रयास किये जाते रहे। उन्होंने कहा कि एक ओर जहॉ हमने विदेशियों से लड़ाई लड़कर देश को स्वतंत्र कराया था वहीं दुसरी ओर कांग्रेस की तानाशाही नेतृत्व से हमें 21 माह बाद सन् 1977 में आजादी मिली। इसके बाद हुए चुनाव में मोरारजी देसाई के नेतृत्व में जनता पार्टी की सरकार बनी जिसमें श्री अटल बिहारी बाजपेयी जी विदेश मंत्री रहे।
श्री कौशिक ने कहा कि जबरन थोपे गये आपातकाल का दौर देश के लिये एक काला अध्याय रहा। जिसमें लोगो की जबरन नसबंदी कर जाती रही प्रमोशन के लिए भी नसबंदी कराने का आफर दिया जाता रहा। किसी भी आम लोगो को बेजा कब्जा करने बिजली की लाइन काट देने और रेल्वे की पटरिया उखाड़ देने जैसे कुछ भी आरोप लगा कर जेलों में बंद कर दिया जाता। देश के हजारों बड़े नेताओं की गिरफ्तारियां हुई समाचार पत्रों और समाचारों पर प्रतिबंध लगा कर सेंसरशिप लागू कर दिया गया। हजारों पत्रकारों की गिरफ्तारियां की गई। विदेशी पत्रकारों के प्रवेश पर पाबंदी लगा दी गई। इलाहाबाद हाइकोर्ट के फैसले के बाद 25 जून को आधी रात को देश में आपातकाल लगाने की घोषणा कर दी गई। उन्होंने कहा कि देश के लोगों ने नजदीक से इमरजेंसी देखा है जिस समय इमजेंसी लगाई गई उस समय देश में किसी भी प्रकार से इमरजेंसी लगाने की स्थिति नहीं थी हाइकोर्ट के फैसले के बाद केवल अपनी सत्ता बचाये रखने तत्कालीन प्रधानमंत्री श्रीमती इंदिरा गांधी ने देश में आपातकाल लागू कर दिया। इस अवसर पर उपस्थित स्वतंत्रता सेनानियों मीसा बंदियों ने भी अपने अनुभव साझा किये।
मीसा बंदी दत्ता त्रिपुरवार ने कहा कि इंदिरा गांधी की हठधर्मिता से देश में आपातकाल थोपा गया। इसके विरूद्ध लोगों ने सत्याग्रह आंदोलन चलाया। जेल जाने वालो के मन में छुटोगे या नहीं छुटोगे, वापस जिंदा आओगे या नहीं इस बात का भय सताता रहा। इस अवसर पर सेवानिवृत्ता प्रचार्य मीसाबंदी गोवर्धन गुलहरे ने कहा कि इलाहाबाद हाइकोर्ट के जस्टिस श्री जगमोहन सिन्हा द्वारा 12 जून को दिये गये इंदिरा गांधी के खिलाफ फैसले के बाद 25 जून 1975 को देश में आपातकाल लगा दिया गया। इस बीच देश से राष्ट्रीय स्वयं सेवक संघ को पूरी तरह समाप्त करने के प्रयास भी किये गये यह कांग्रेस का संकल्प था जो आज भी चल रहा है। 21 मार्च 1977 को देश से अपातकाल हटा तब मीसा बंदियों को राहत मिली।
भाजपा प्रदेश मंत्री हर्षिता पाण्डेय ने कहा कि लोकतंत्र में तानाशाही एवं दमनदारी नीतियों का कोई स्थान नहीं है। कांग्रेस हमेशा दोहरा चरित्र की रही है आज भी उसकी वही छवि है। इसलिये देश की जनता ने उन्हें नकार दिया है।
कार्यक्रम के प्रारंभ में भारतीय जनता पार्टी जिला बिलासपुर शहर जिलाध्यक्ष दीपक सिंह ठाकुर ने आज के कार्यक्रम के संदर्भ में प्रस्तावना रखा। उन्होंने आपातकाल का उल्लेख करते हुए कहा कि कांग्रेस का एक परिवार अपनी राजनैतिक हितों के लिए कुछ भी कर सकती है। आपातकाल इसका एक उदाहरण है। लोकतांत्रिक देश में आपातकाल केवल अपने स्वार्थ के लिये इंदिरा गांधी ने देश में थोप दिया था।
कार्यक्रम में उपस्थित लोकतंत्र सेनानी गोवर्धन गुलहरे, अर्जुन तिर्थानी, सुनील पुराणिक, दत्ता त्रिपुरवार, नारायण तावड़कर, सुदंरश्याम सचदेव, नेतराम विश्वकर्मा, गजानन दिघ्रस्कर का फूलमाला एवं शाल से सम्मान किया गया।
